Any person who is determined by CVWD staff to have violated the provisions of this article shall be subject to a penalty as provided in Appendix B of this chapter, termination of canal water service, removal or locking out of CVWD facilities, and filing of a civil action by CVWD to recover damages as authorized by Cal.
