These canal irrigation and drainage system rules and regulations shall be treated and considered as a new original comprehensive ordinance which shall supersede all other ordinances pertaining to CVWD canal, irrigation, and drainage systems, including, but not limited to, Ordinance Nos. 860, 865, 868, and 871, as well as any other ordinances or parts of ordinances in conflict with the provisions of this chapter.
