Groundwater production measurements performed in accordance with Cal. Water Code § 31638.5 for replenishment assessment charges (RACs) shall be made by either a water meter or a power meter. Producers that choose to use a power meter to comply with this requirement shall satisfy the following conditions:

A. The producer shall execute a water production metering agreement (agreement) with CVWD for each well.

B. The producer shall provide to CVWD the results of a pump system efficiency test for each well to be measured by power meter at the time the agreement is executed, and on an annual basis thereafter.

C. The producer shall allow CVWD staff to read each well’s water meter or power meter on a monthly basis for the purpose of producing statements showing the amount of water produced during the preceding month and the amount of RAC owed by the producer.

D. The producer shall provide to CVWD a new pump system efficiency test at the time any modifications that could change the measurement of groundwater production are made to the producer’s water distribution system connected to the well(s). For example, when a new pump is installed.

E. The producer shall notify CVWD when a new well is drilled, and a new pump system efficiency test must be provided when a new or additional well to be measured by power meter is added to the producer’s water distribution system. (Ord. 1400, 2012)
