Any customer who, without regard to intent or negligence, causes or permits an unauthorized discharge of 50,000 gallons or more of recycled water or who discharges or spills recycled water in any manner which endangers human health or the environment as per Water Code § 13529.2(a) must, as soon as (A) that person has knowledge of the discharge, (B) notification is possible, and (C) notification can be provided without substantially impeding cleanup or other emergency measures, immediately notify the district and Regional Water Board. The customer must also provide a written report of the spill or use within five days after discovery, including the location, amount, and cause of the spill or use, the amount of recycled water recovered, remedial actions taken or planned and a timeline for implementation of any planned remedial measures.
