No person shall connect any property to the sanitation system without obtaining written authorization from CVWD. An authorization will not be issued by CVWD unless proper application has been made as provided for in Article IV of this chapter and the applicable charges have been paid. Any unauthorized connection may be subject to: an unauthorized connection penalty set forth in Table A-2, payment of unpaid sanitation capacity charges, and payment of any unpaid sewer charges not billed in the previous 12-month period.
